Use of quotas is central to the case filed against seven people with ties to ACORN by Allegheny County District Attorney Stephen A. Zappala Jr. Officials of the Association of Community Organizations for Reform Now deny that quotas are employed. But while their mouths might be saying "no," their how-to manual once said "yes." As the Trib reported Sunday, a 2004 manual of ACORN affiliate Project Vote clearly documented the quota system: "Anyone who performs at less than three voter registrations per hour SHOULD NOT BE ON THE STAFF," it directs. A Project Vote spokesman says that management directive no longer is in effect. But Michael McDunnah then made the mess a little deeper.
